If a mans' fell off, would he die?

The reason I ask is because I was telling my sister that almost anything could be used as a deadly weapon. She asked me about a hair-tie, and I said that you could possibly tie it around a man's until it fell off and then he could bleed to death. Would that happen? If you tied it at the base?
