Is this the right way to bleach my hair?

Okay So my hair is like a red-ish but mostly black & I wanna go blond, BUT Im kind of confused of the process, like my friend told me to buy the hair dye & get the bleach powder & mis it with the dye, then to buy the ttoner and use it if my hair comes out like orange, I was just wondering if it will work & if so where coould I buy the bleach powder & toner like mega cheap
